Friday afternoon a man approached me in Wal-Mart.... trying to sell a necklace..... $50 dollars....

thought at first it was broken and wanted me to look at it.... said i wasn't interested ... then he offered it for less.  He then pulled out 2 rings.... plain gold band, and a solitare..... offering them extremely cheap....

i told him no.

perhaps i should have found a manager to report him to.  He could have been desperate for money and they were his family's items..... OR they could have been stolen items.

has this happened to others?  first time for me.

You say Friday afternoon?  My friend's house was robbed earlier this week.  They took a safe.  Perhaps this was the stolen jewelry that may have been in the safe.  I don't know, but I would have probably reported it...if I knew who to report it to.  Isn't that the question we (newbies) all ask: Who do we tell?  What do we tell them?  And, unfortunately, what good will it do?

In answer to the first part of your question - I believe this information is still current http://lakechapalacr...menu/minist.php - it would be reported to the ministerio

No one can answer the second part of your question - as i recall, the conviction rate is 4 or 5% of reported crimes - but hey, they did get the pepper spray guy - after a year? (or seemslike that long) - but, for sure, if it is not reported, nothing will be done.
