The police have captured a robber whose modes operendi is to spray homeowners with pepper spray and then rob the house contents.

In order to keep him in jail , they need victims to file complaints against him. If you are a victim of this criminal and need someone to go with you to file a complaint call Harry Bublin at 766-4282

Chris,  would be fun to have more specific info on when and where.  Is this the suspect in the Rancho del Oro, Villa Nova and Las Salvias break-ins that drives the gray jeep, carries a back pack and it is not clear if he is a Mexican or a foreigner? Even though he has been spotted and identified, including his license plate number on numerous occasions and reported to the police with zero response?

Are you sure he is still in jail?  It has been 15 minutes since you posted this and we all know the Mexican judicial system.

If he's that guy, the Braggs filed a complain back in January which included assault.  Do they need more?  How about more details of the capture?

Chris: There must be a number of robbers whose modes operendi [sic] involves pepper spray.

Based on what did the police arrest some guy? What are you talking about?

In general, the OP is asking victims with this kind of victimization to come forth. What's so hard about that?

They may or may not be victim's of the jailbird. Still, this is how things come to light. Asking people with similar experience to come forward.

A friend was burgled by this guy in February.  It took 6 weeks to complete the process at Ministerio Publico.  That's why people don't report crimes.
