Stalker Laws?

Does anyone know if there are anti-stalker laws in Mexico? A gringo friend of mine is being followed relentessly by another gringo. Any advice would be appreciated.

Weird. Tell us more. Is the stocking out of anger or something else?

The two women were friends, but one of them became obsessive - followed my friend everywhere, waited for her after work, hunted her down in restaurants, sent unwanted emails. Then my friend told her she didn't want anything more to do with her. The stalking continued. My friend blocked her email address, and the other woman simply got a new email address and sent her more emails. All very innocent - but very scary now. She's still following her.

Are there such things as restraining orders here?

If the stalker can somehow get arrested, late on a Friday would be the best, and spend the weekend in one of the local jails with the drunks and miscreants with a non-working toilet, sleeping sitting up with a thin, dirty blanket on a concrete bench propped against others who haven't bathed, and no food unless someone brings her something, I'd bet she'd quit her stalking pronto! This is NOT my personal experience but one of a gringo neighbor who has ended up in there twice on false charges made by Mexicans. The women's side is no better maintained either.

The short answer is no.

The long answer is that there are several kinds of stalking, and different words for each. "Hostigamiento" is harrassment, the kind of stalking that your friend is apparently experiencing. There is no law against it that I am aware of. Spencer may know more.

This happened to a man I know when he spurned the attentions of a female. She went nuts and wouldn't stop harassing him, even threatening to break into his house and kill herself. Finally he had 3-4 of his closest friends make a call on the woman and ask her to leave him alone, and they also told her that they were going to file a denuncia with the police on behalf of their friend. (Whether that was true or legal didn't matter.) The woman got the message and left him alone; then she left town a month later.

Verchiel's observation is germane. Perhaps the "victim" and a couple of friends could meet with the stalker and convince her of the futility of her behavior. I very much doubt the police can or will be effective in this case.
