We have a friend that needs to change USD to Pesos, can we just go to any bank and do this?

Go to a Casa de Cambio. There's one in the new mall, Centro Laguna. You need to take your passport.

You generally get a better exchange rate at the banks. It takes a little longer to process, but it might be worth it if you are changing a bigger amount.
