It seems that you can only switch languages if you have window7 pro. Browsers you can change easily.

I use XP Pro.

You can order an English version from Dell in Mexico.

Remember mexican laptops have the IVA tax 18.5% added in. Compare apples to apples when comparing to up north.
I don't find much of a difference when the tax is removed at least for computer gear.
