I opted not to tattoo and microchip my dog which I bought in Guadalajara from a breeder with champion show dogs. I googled your question and whether things have changed in Mexico in the past 5 years it may surprise you that this was only offered to dogs registered with the Federacion Canofila Mexicana. Obviously the dog you have found is pure with markings to show it's microchipped.
