Can he take a flight across the border to Texas and on the flight back get a new one from the airlines or does this have to be done at a border imigration office. He can get a new FMM tourist card at the desk in the middle of the remodeled TJ airport however they will not recieve a FMM tourist card there [turn in one]. They send you to either the downtown border crossing or Otay border crossing to one of the INM offices there. Either one is a $150.00 pesos taxi ride each way.
