Spencer, Are you still able to process RT's who have completed 4 years of temporary residency (aggregate RT, FM2/FM3, No Inmigrante/Inmigrante years) without leaving Mexico, by intentionally allowing the final year's RT to expire, and then going in immediately to INM - paying a modest "late penalty" fine - and getting a fresh RT from our local INM, without going to a Mexican Consulate? We can do it locally without going to a Mexican consulate although a planned trip up north might be better if you needed to go anyways as while in process for the regularization they will not give you a travel letter. Costs depend on if 1. they cancel your current TIP, 2. the type and value of the vehicle, 3. do you want them to also get you state registration and state license plates, 4. if done by a dealer, there may be 16% IVA taxes on the value of the car, plus 5. whatever they charge in their fees for doing the all the work. Be sure to use someone reputable, preferably with a money back guarantee, to avoid the ripoffs that lurk out there. These paper only deals do not complete the US CBP export requirements, because that means taking the car to the border for US CBP to inspect the car.
