Okay - the tourist video mentions Juarez - and the fact that it is just narco to narco in a border town. Seems everything is slanted - tell us what we want to hear!

CHIHUAHUA, 11 of November.- Hundreds of teachers for the state are being extorted by criminals who demand 50% of their tuition and threaten to hurt or kill faculty,students and family members of the alumni unless they pay a Cuota.

The threats have been issued against the schools of least 10 municipalities in the region, including those in ciudad de Chihuahua and Ciudad Juárez

I'm sure the borderland beat is 100% accurate. Who's ever heard of a news source being anything but. Be that as it may, the point of the humorous piece is that tourists shouldn't be going anywhere near C. Juarez and in general Mexico is quite safe for them.
