..... does a person need to wait until their card is received prior to leaving Mexico go on another trip? We are planning on going to Laredo next week to apply for our temporal or Permanente (which ever we are able to get) . We have travel planned to Canada in August. Are we able to leave Mexico before we get our formal documents?

To leave Mexico legally while your temporary residence application is being processed, you inform your INM office of your planned international travel schedule, and request a letter that permits you to travel outside Mexico. You then present that INM letter to either border INM officials or airport INM officials as you leave Mexico and when you return.

FYI: According to a previous post by Spencer, the travel letter costs $332.00 pesos (~$27 USD). And, according to another previous post by Spencer...

"Travel letter always needs a front photo, they place it on the travel letter. They like some lead time and can accommodate emergencies but be aware that if you wait until the last minute and the head guy isn't there to sign there can be problems. 3 to 5 days lead time is optimal but we have done rush letters for people needing medical care same day but they scold us when we need stuff same day but when there is an emergency we have no other option but to endure and try."

Why not wait until you get back from your trip to Canada? If you are Canadian, you might apply at a Mexican consulate in Canada, then return and finish the process, as required, in Mexico at your nearest INM office.
