Since there are so many maybe they should be referred to as, upperground. Mexico is awfully bureaucratic, so is Spain, Italy, Russia, China, Cuba and on. In some of those countries you have to wait 6 months to get a marriage licence. IMO it comes down to religious beliefs as religion is normally the foundation of culture. Protestants are Calvinistic, or as I prefer, anal retentives (victims of severe toilet training). They demand order and cleanliness. The truth is a person MUST ask everyone waiting if it is OK if they go ahead of them. The ones that say yes are the majority but some do say yes I do mind. He sometimes relies on short comments to convey things that when leaving out one of the most important aspects makes it look brazen when it is not. He is correct that it is very common in Mexico especially a 2 or more hour wait to see a DR. that is a specialist or get tests done at an ISSSTE, IMSS or Seguro Popular hospital or one of their Specialists Clinic. If you took it upon yourself to go to the next available window without asking everyone ahead of you their permission to do so as modeeper stated is done here in Mexico that is rude even if you are very old looking [with a cane or not]. Yes, of course, logically, if you are in a facility that caters to a lot of old and/or sick people use your sense. In that case use Alan's advice .. go to everyone in the line and ask, on a one to ten scale how sick are you, or how much pain are you in, or what's your DOA projection? Then say, I'm a 10 or I have this sneaking suspicion I'ma gona kick tomorrow.
