The changes will be implemented at Mexico City airport’s Terminal 2 as a pilot project and will include the elimination of Customs declarations forms that are completed by travelers coming from abroad.

Customs is ALWAYS for people ARRIVING.

Yes, in other countries, when you fly in and are going to fly out to another country, you are simply sent to the transit lounge while you wait for your next flight. In the US you are forced to go through security.
